Pecco's problem seems to be that he can't find a stable, reliable base setting for the bike. Trying to say that 'well Marc's won the WC on the same bike' is unhelpful as Marc is a complete outlier - he can make pretty much any bike work for him. This latest pronouncement seems to be Ducati preparing to throw Pecco under the bus. Ducati say they can't use Pecco to help develop the 2026 bike, but that is precisely what they should be doing. Pecco is a mortal, Marc is an alien (The Super Alien?) and his input is only useful for other super-aliens, of which there are currently none in the MotoGP paddock.
