It's generally broken down into arcs. There's the set up episode where we meet new people, then the holding episode where they all faff about and then the action episode where it gets all shooty. That said. the 3rd arc is 4 episodes so there are 2 episodes of faffing about.

The reason Andor is so good is because it actually has a plot, character motivations which make sense, people taking actions as a result of their feelings and experiences. You know, an actual story
